Protest Committee
A protest committee, which shall be,
(a) a committee appointed by the race committee,
(b) a jury, which is separate from and independent
of the race committee; or
(c) an international jury meeting the requirements
of RRS Appendix Q.
A national authority may prescribe that its approval is required
for the appointment of international juries for races within
its jurisdiction, except those of the ISAF.
90 Protest
Committee
An event may include competition in one
or more of the following disciplines:
- Course Racing
- Slalom
- Long Distance
- Wave performance
- Speed
The notice of race shall state which discipline(s)
is/are scheduled.
91 Minimum
Wind Conditions
91.1
The wind minimum for Course Races and Long Distance shall
be 11 knots (force 4 Beaufort, or 5.7 m/sec) in the starting
area, for the starting procedure and the first 3 minutes after
this. The wind minimum shall then be 9 knots (4.7 m/sec) knots
over the course area.
91.2
The wind minimum for Slalom shall be 13 knots (6.7 m/sec)
for the starting procedure and throughout the race. Slalom
racing shall be held in surf, when possible
91.3
In Speed racing, there is no minimum wind speed, although
a wind speed of 12 knots is regarded as a guideline for minimum
wind on the course. However, the course may be left open if
the wind drops under 12 knots.
91.4
At least 50% of the registered entries (or starters if recorded)
in a Division must finish a race or heat while conditions
remain as stated in 91.1 and 91.2.
91.5
All disciplines, including Wave Performance and Freestyle
will take place in suitable conditions. The decision on suitable
conditions shall be made by the race director, principle race
officer and where appropriate, the head judge.
91.6
The Principal Race Officer shall ensure that the wind is measured
over as muchof the course area as possible. Wind measurements
shall not be taken more than 4 metres above the surface of
the water.Tide speed and direction shall be considered when
determining suitable conditions.
91.7
The Principal Race Officer shall be the sole judge of wind
strength and the suitablility of wind direction and wave conditions.
Protests regarding wind strengh and suitablility of wind direction
or wave conditions shall be disallowed.
91.8
Formula Windsurfing. If the windspeed is less then 7 knots
in the starting area at any time during the last minute prior
to the start signal, the start shall be abandoned. After the
start, rule 91.5 shall apply.
