29 Starting;
Recalls
29.1 HARD ONE MINUTE
RULE
When during the last minute before the start, any part of
the board is in the triangle formed by the starting line and
mark one, the board shall be disqualified except when the
Individual Recall (Rule 29.2) is made applicable by the Sailing
Instructions. When there is a general recall all boards shall
return to the starting area. The boards hailed or listed must
leave the course area immediately.
Boards disqualified under this rule may
not start in any resail of that race.
29.2
INDIVIDUAL RECALL AND ROUND THE ENDS RULE
(a)
When during the last minute
before the start, and part of a board is on the course side
of the starting line, the board shall sail to the pre-start
side of the starting line, around either end, before starting.
(b)
If a board or several boards do not comply with 29.2 (a) the
race committee shall promptly display flag X. Flag X shall
be displayed until all the boards have started, but not later
than four minutes after the start or one minute before any
later starting signal, which ever is earlier.
29.3
GENERAL RECALL (First Substitute)
When at the starting signal several unidentified boards become
subject to rule 29.1 or 29,2 or there has been an error in
the starting procedure, the race committee may signal a general
recall for entire fleet races and must signal a general recall
for half fleet, 16 or 8 competitor heats. The preparatory
signal for a new start shall be made one minute after the
First Substitute is lowered, and the starts for any succeeding
divisions shall be signalled in the order originally scheduled.
29.4
PHOTOGRAPHIC VERIFICATION
The race committee may use a camera (polaroid or video
type) on the starting boat to identify premature starters.
Use of these images is solely for the race committee. Malfunctioning
of the camera shall not be grounds for a valid protest.
30 Spare
31 Touching a Mark
There is no penalty
for touching a mark.
32 Abandoning After the Start
32.1
After the starting signal, the race committee may abandon
the race (flag. N),
(a) because of an error in the starting procedure,
(b) because of foul weather,
(c) because of insufficient wind,
(d) because a mark is missing or has moved out
of position, or
(e) because of any other reason directly affecting
the safety or fairness of the competition.
The race committee shall not abandon the race without carefully
considering the consequences for all boards in the race or
series.The time limit for any such abandonment is 15 minutes
after the first board finishes.
32.2
An abandoned official race may be changed into an unofficial
race by flying the 'Fun' flag. The display of this signal
invites all competitors to continue racing until the end of
the current lap, for training and press/spectator purposes
only. There shall be a winner and 'Fun' prizes.
33 Spare
34 Mark Missing
When a mark is missing or out of position, the race committee
shall, if possible,
(a) replace it in its correct position, or
(b) substitute one of similar appearance, or a
buoy or vessel displaying flag M.
35 Time Limit
35.1
The time limit for each division in a course race is the lapsed
time of the first finisher plus 50%. All other boards in that
division finishing outside the time limit shall be deemed
to have retired.
35.2 When
50% of the registered entries (or starters if recorded) in
a divison finish a race in suitable conditions, the race shall
be valid for that division and all other boards in that division
shall be scored up to the time limit.
35.3 The
time limit in slalom shall be five minutes.
36 Races to be Restarted or Resailed
When a race is restarted or resailed, rule infringements in
the original race shall be disregarded for the purpose of
competing in the race to be restarted or resailed, except
if it is an infringement of rule 29.1. Premature Starting.
