Appendix K - Competitors
ISAF Eligibility
See rule 75.2. This appendix shall not be changed by sailing
instructions or prescriptions of national authorities.
K1 ISAF Eligibility Rules
To be eligible to compete in an event listed in
rule K2.1, a competitor shall,
(a) be governed by the regulations and
rules of the ISAF.
(b) be a member of a member national
authority or one of its affiliated organizations. Such membership
shall be established by the competitor;
(1) being entered by the
national authority of the country of which the competitor is
a national or ordinarily a resident; or
(2) presenting a valid membership
card or certificate, or other satisfactory evidence of identity
and membership.
(c) not be under suspension of ISAF
eligibility.
K2 Events Requiring ISAF Eligibility
K 2.1 ISAF eligibility
is required for the following events:
(a) the sailing regatta of the Olympic
Games;
(b) the sailing regattas of regional
games recognized by the International Olympic Committee;
(c) events including 'ISAF' in their
titles;
(d) world and continental championships
of ISAF international classes and of the Offshore Racing Council;
(e) any other event approved by the
ISAF as a world championship and so stated in the notice of
race and the sailing instructions.
(f) any event approved by a national
authority or the ISAF as an Olympic qualifying event; and
(g) all other international events involving
an ISAF International Judge, Umpire, Race Officer or Measurer.
For the purposes of this rule, international events are ISAF
events, world and continental championships, and events described
as international events in their notices of race and sailing
instructions.
K 2.2 ISAF eligibility
may be required for any other event when so stated in the notice
of race and the sailing instructions with specific reference
to this appendix.
K3 Suspension of ISAF Eligibility
K 3.1 After proper
inquiry by either the national authority of the competitor or
the ISAF Executive Committee, a competitor's ISAF eligibility
shall be promptly suspended with immediate effect, permanently
or for a specified period of time;
(a) for any suspension of eligibility
in accordance with rule 69.2; or
(b) for breaking rule 5; or
(c) for competing, within the two years
preceding the inquiry, in an event that the competitor knew
or should have known was a prohibited event.
K 3.2 A prohibited
event is an event
(a) permitting or requiring advertising
beyond that permitted for CategoryB under Appendix G that is
not approved as required by that appendix;
(b) with prizes or other benefits referred
to in rule G5.3 that is not a national event approved by the
national authority of the venue or an international event not
approved by the ISAF; or
(c) that is described as a world championship,
either in the title of the event or otherwise, and that is not
approved by the ISAF.
K 3.3 When an
event described in rule K3.2 has been approved as required,
that fact shall be stated in the notice of race and the sailing
instructions.
