Introduction
Funboard races shall be sailed under the Funboard Racing Rules
(FRR).These rules are based on the ISAF Racing Rules of Sailing
(RRS), but those rules which do not apply to Funboarding have
been left out. The right of way rules are unique to Funboarding.
All Funboard races shall be raced under these rules. Other
windsurfing-classes may also use the FRRs.
They have been developed by the Professional
Windsurfers Association. The numbering of the rules follows
that of the RRS, in general.
The following Appendices of the RRS which also
apply to Funboarding, are not printed in full in this rule
book, for the sake of economy and brevity.
F -> Appeals Procedures.
L -> Banned Substances and Banned Methods.
Q -> Banned Substances and Banned Methods.
The FRR are still under development and will
be reviewed anually.
Terminology
A defined term used in the sense stated in the Definitions
is printed in italics or, in preambles, in bold italics (for
example, rules and rules). Other words and terms are used
in the sense ordinarily understood in nautical or general
use. 'Board' usually means a board that is a fully rigged
sailboard and its skipper, it is the entity that races. 'Race
Committee' includes any person or committee who performs a
race committee function.
Translation and Interpretation
In translating and interpreting these rules, it shall be understood
that the word 'shall' is mandatory, and the words 'can' and
'may' are permissive.
Appendices
When the rules of an appendix apply, they take precedence
over any conflicting rules in Parts 1-7. A reference to a
rule of an appendix will contain the letter of the appendix
and the rule number; for example, 'rule A1.1'. (There is no
Appendix I or Appendix O.)
Changes to the Rules
The prescriptions of a national authority or the sailing Instructions
may change a racing rule only as permitted in rule 86 or in
the rule itself. Essential changes in these rules, made since
the publication of the 1998 rules, are indicated by a bar
next to the paragraphs concerned. Editorial revisions are
not indicated.
Sportsmanship
The sport of windsurfing is governed by a body of rules and
is based on these fundamental principles: that competitors
try to win only by following the rules, and that competitors
who know they have broken a rule promptly accept a voluntary
penalty or retire.
Racing Rule Principles
These rules are intended to ensure that the best competitor
wins through individual racing skill, good fortune and quality
of equipment alone and not as a result of procedural devices
or legalistic argument.
Racing in a manner that can be considered to
be dangerous or a threat to the safety of other competitors
will not be tolerated. All disputes under the rules shall
be conducted under these principles.
